Chakra Control and Elemental Manipulation
Chakra Control
would lower jutsu chakra cost 0.5% per percent
some jutsus might need higher chakra control, and all medic jutsus needs high chakra control
you can get chakra control only by using any jutsus, and chakra control would raise really rarely
chakra control | chakra cost | jutsu/skill
------------------------------------------------------------
10% | -5% | chakra concentration (inflict more damage with punches, this dmg increase more depending how good chakra control is)
20% | -10% | water walk (need to change water turfs code abit xD)
30% | -15% | rasengan(still needs 50 chakra manipulation)(more dmg with more control)
40% | -20% | level 1 sensory jutsu (tells hp and chakra of players in screen)
50% | -25% | advanced chakra concentration (when this is used players speed doubles)
60% | -30% | level 2 sensory jutsu (adds stats of players with hp and chakra in screen)
70% | -35% | rasenshuriken(still needs 70 chakra manipulation)
80% | -40% | level 3 sensory jutsu (adds location of players, but this works on whole map)
90% | -45% | level 4 sensory jutsu (tells stats and location of someone in entire world (and it would show map as name not as number)
100% | -50% | allows you start sage training if you have other reqs

Elemental Manipulation
would be needed for some elemental jutsus
would raise really rarely by using elemental jutsus (like 0.5%-1% chance for chakra control raise when using elemental jutsu)
still you would get first elemental jutsu normally (whatever it is) so you are able raise elemental manipulation

10% | first level elemental jutsus (with right element control)
20% | 5% damage increase
30% | second level elemental jutsus (with right element control)
40% | 10% damage increase
50% | third level elemental jutsus (with right element control)
60% | mastered element
70% | fourth level elemental jutsus (with right element control)
80% | 15% damage increase
90% | ability run elemental chakra through weapon
100% | Element Fusion (if right elements, S rank and ability fuse elements)

interesting x_x but shouldnt some elements be stronger when fused into weapons?

Katon
Doton

Actually... I dont think its even possible for the last 3 to fuse into weapons >_>" but if some of them were to get more abilities it should be ...

-Landing accuracy (starting point) 50%
-Getting 100% (Asuma style xP) will be difficult
-Chakra cost will depend on mastered chakra lvl thingy and fuuton elemental control (It'll cost a massive amount of you have low mastered chakra control)
-Mastered(100%) quick slash with a brief 3 second cool down inflicting x1.5 tai + x2 nin and 100% accuratcy. 40% chance of breaking normal weapons and 50% chance cutting through doton jutsu.
example
Stats
Tai:5000
Nin:5000
5000 x 1.5 = 7500 + 5000 x 2 = 10 000
=17 500 damage
Raiton
- When facing normal weapons without element fused chakra the weapon will snap the opponents (10% chance)
-Landing accuracy 50% (starting point)
-Getting 100% (Sasuke style cutting through non fused weapons) will have the same difficulty as fuuton
-Chakra cost will depend on mastered chakra lvl thingy and fuuton elemental control (It'll cost a massive amount of you have low mastered chakra control)
-Mastered(100%) double slash 10 sec cool down inflicting x1 tai + x1.5 nin and 100% accuracy. 50% chance of snaping normal weapons.
Example
Tai:1000
Nin:3500
3500 x 1.5 = 5250 + 1000 = 6250 damage however on the second slash it'll only be half the damage
Example Madara's weapon has been hit for 6250 damage and has been snapped by Sasukes katana! Madara has been hit by the second slash for 3125 damage!
Katon
- When facing users with no katon chakra fused into their weapon the damage will increase by 5%
- Landing accuracy 50%
Mastered ability to attack 1 tile away from opponent 5 sec cool down, requires 1/5th of chakra inflicting x.5 nin

10 000 x .5 = 5000
Well the way i think of it swords dont always land.
The way i thought of this concept was based on the show (except katon).
Asuma said something like Fuuton is probably the best element to fuse into a weap
Sasuke demonstrated his Raiton element aganist that wood user (forgot his name or cant spell it)
