Village Elder System

Yoh, Galaxy here!

I have seen how the villages in the anime have Village Elders, So it sprung a idea inmind for NNA
In NNA, We have the Banishment option, The ANBU option, and Option to join a Org
But! What if We wants to be apart of a revolution in our village?

This is how my Feudal system idea would work:

If a Kage loses his spot in a fight, Or 4 or more villagers Elect another Villager, Then a Village Elder is born!
Village Elders have the power to Recruit Both Villagers, and Missing nin's of their Village to be ANBU Root.
ANBU Root will be loyal to the Village Elder, so a Curse mark is placed on them, which allows the Village Elder to kill them at any time (it is like Tag and Death note combined, but only for ANBU Root in the Village Elder's controll.
A Village Elder is around for the Better Judgement of the village. Their main role would be to Take control of the village, But they will be Diplomatic towards the Kage.
ANBU Root will rather die then betray their Village Elder, So the Leave village verb should be taken out for ANBU Root Members, or Atleast changed for them so that if they try and leave the village, they die instead

Village Elder Abilities:

Make ANBU Root
ANBU Root Curse Mark Kill
Banish ANBU Root
Summon ANBU Root

ANBU Root Abilities

Teleport to Village Elder
Suicide (Will override Leave Village, or any Attempt to betray their Village Elder

There should be one Village Elder Elligable for each village.

Suggestions You can use
====
If a Village Elder beats the Kage, Their ANBU Root Become normal ANBU, And the Kage and ANBU Members become Village Elder and ANBU root
Leave Village Verb Coding for ANBU root is replaced with a suicide verb instead
Village Elder has the ability to recruit Missing nin from any village to their ANBU Root squad
