when a villager is killed by an outsider or a fellow villager they are given the chance to report it to their kage/leaders given the leader the choice of banishing or declaring war.

whoa, this would make killing other players dangerous and would take alot from "PvP" part from PvP game xD like if you kill own villager your immidiadly in danger to get banished, or ifyou kill other village it would become all out war

what if someone from another villages kills like 10 people from 1 village then that person will be an A or S rank criminal and the village must do something about it like send there anbu's after the guy or something ;o

you probably know this already since youve been hokage and mizukage, many wars in row gets villagers angryu couse they get to teled in start point, and that also would take little fun out of gmae wouldnt it

I know this but there are somethings that would be the point of the villagers having the choice of reporting it and also it would only be reported if they are with in the vicinity of their village
